The Innovation of Recycling System for Waste Household Appliances and Waste Electronics IT Objects.

From our study, the current collection of the wasted household appliances is set up in 3 different ways. In this project, a simple AHP (Analytic Hierarchy Process) method was adopted to find out the most suitable feasible business control measures and 6 meetings were called up to collect opinions for EPA’s considerations. Base on the foregoing result, we have some recommendations as below: Provide the training for free and allow every organization to assist retailers in the computerized take-back operation; In the long term, assess the way that a part of subsidies are allotted to retailers for raising implementation performance. We have collected the recycled quantity of each subsidized organization to analyze their unit costs & the minimum cost to run the business. In addition, we have investigated the status of Grade A clearance organizations (disposal organizations) license. And comment on out where in the waste is likely to get more benefits for the subsidized organizations. We proposed 3 action plans for the reformation plan and 5 meetings were called up to collect/exchange opinions for EPA’s considerations. For avoiding that subsidized organizations give an inflated figure in a report and affect the survey of recycling cost, we recommend to calculate the operation cost by socioeconomic status. We have publicly invited the subsidized organizations to join this program. FGD recycling Industrial Co., Ltd was qualified to be the demonstrative example. We recommend that the authorities provide incentives to those subsidized organizations who voluntarily disclosed their environmental information. The authorities would utilize related indexes to carry out the assessment to subsidized organizations for differentiating the subsidies. We have translated 20 abstracts of WEEE related articles and 7 out of them were completely translated. Besides, have contacted 42 scholars/specialists spread over 23 countries and 39 foreign organizations with 1 paper presented “The Mechanism of WEEE recycling and Treatment in Taiwan” in the 4th World Recycling Forum. Our recommendations are: (1) In the product aspect, EU integrates all of the environmental requirements into CE mark. This integrated product certification policy can be served as a good reference for government. (2) the international information exchange should be communicated via an exclusive focal point (single contact window)
